ROXAS CITY — Chapter Heads and Governance Teams from across Northern Panay convened at Nesta’s Hilltop on the evening of Thursday, September 3, 2026, for a high-level strategic gathering. Convened by Cluster Managing Director (CMD) Frank Montelibano and organized by Area Managing Director (AMD) Dr. Pol Chan and Regional Council Director (RCD) Rotelo Palmes, the session brought together key Brotherhood of Christian Businessmen and Professionals (BCBP) leaders from Roxas, Roxas East, Estancia and Kalibo to align on critical organizational updates.

The event commenced at 7:30 PM with a fellowship dinner, followed by a focused discussion on structural reforms, governance policy, and regional performance reviews, concluding at 10:00 PM.

Strengthening Governance: The New CMD Framework

A primary focal point of the meeting was the introduction of the Cluster Managing Director (CMD) position—a strategic structural expansion designed to decentralize leadership responsibilities across the national organization.

By delegating pastoral care oversight previously handled directly by National President Aniceto “Ani” Serrato, four appointed CMDs will now oversee specific regional clusters nationwide. Under this updated structure, CMD Frank Montelibano exercises pastoral care over four strategic jurisdictions:

• Northern Mindanao
• Southern Mindanao
• Central Mindanao
• Western Visayas (encompassing Northern —including the Kalibo Chapter—Southern, and Western Panay)

Regional Accomplishments & Chapter Milestones

Reflecting the community’s steady expansion, Chapter Heads across Northern Panay presented concise Accomplishment Reports covering the past two quarters. These presentations highlighted major milestones, outreach efforts, and active community programs, showcasing strong operational momentum across the region.

Policy Guidance: Membership & Formation Protocols

To ensure uniformity across chapters, regional leadership re-emphasized key governance and formation guidelines:

• Membership Classification: Clarification was provided regarding terminology for committed members. The community strictly distinguishes between regular members and senior members. Leadership noted that “senior members” refers exclusively to previous leadership status and tenure (formerly referred to as “senior leaders”), and must not be confused with age-based senior citizens .
• Members in Formation (MIF) Guidelines: Protocols regarding MIF participation were reiterated:
  • First Friday Mass & Teaching Sessions: While MIFs are warmly invited to attend First Friday Masses, the subsequent teaching sessions remain strictly reserved for Committed Members.
  • Core Community Activities: Despite the stated restriction, leaders must strongly encourage MIFs to maintain active participation in regular Breakfast Meetings, Action Group Meetings, and General Assemblies.

While minor operational details were also discussed, further announcements will be shared in upcoming communications. Overall, the strong turnout and productive dialogue reflected a shared dedication to BCBP’s evolving mission and organizational vision.
